When the ocean begins to give back what it has swallowed, the world does not understand what it is seeing at first. Ships return without warning. Entire coastal towns appear offshore as if they had simply drifted back from nowhere. Then come the people. Not bones, not remains, but living men and women pulled from centuries of drowning, each one arriving exactly as they were in the moment they were lost. Among them is Elias Kestrel, a sailor from the early 1700s who steps out of the Atlantic into modern New York believing he has arrived in the afterlife. He remembers the storm. He remembers the sea taking everything. Most of all, he remembers Mara Linton, the woman he lost to the water just before he disappeared beneath it himself. When he learns she may still exist in this world, alive in a time he cannot understand, he refuses to accept anything that stands between them. But the return is not a miracle that can be explained or controlled. Governments struggle to contain the growing number of returned people who do not understand the world they have entered.
