Subject: Memorandum on Enclave Proceedings and New Mexico Incident

Sir,
In compliance with your directive, I submit a brief account concerning the recent twin crash retrievals reported in the vicinity of ███████, ███ ██████.
Two bodies of ████████████████ origin were recovered; their anatomy defies ███████████ █████████████. Additionally, we have a single survivor. All records regarding the incident have been duly expunged in accordance with established Enclave protocol. Appropriate safeguards have been enacted to ensure that only personnel with the requisite clearance shall obtain knowledge of the matter.
With respect to the third Enclave meeting, the following principal determinations were reached:
1.All references to the aforementioned ████████████████ entities shall hereafter be designated under the term “XENOS.”
2.All contact, whether direct or indirect, with XENOS is to be confined strictly to vetted Enclave personnel or the Mar’a agents.
3.The Enclave mandates the creation of a bureau to detect, monitor, and suppress XENOS interactions.
As an ancillary matter, discussion arose concerning the designation of said bureau. One proposal advanced was the title “Central Bureau of Investigation.” Your opinion on this matter is respectfully requested.
