Demons in Goleirious weren't exactly common to see but definitely frequented enough to become a threat of sorts. But, that was why Deirious was in control of protecting the city, to ensure no creatures from Hell actually got into the city.
Of course, that didn't mean they couldn't manifest in other forms. Demons were shadows, yes, but with enough energy they could easily become physical objects which was exactly how Quill came across Asaroth: a seemingly innocent but interesting notebook with demon features.
It seemed innocent enough...until it wasn't.
