Narcos Empire

"Thank you all for coming. It's been a while, some of you are coming out of retirement just for this assignment and the CIA and the US Government, and every government that is represented here appreciate you for your sacrifices. That's enough of the pleasantries. Our mission is of the utmost importance."

The woman speaking was Melanie Smith. She worked for the CIA and I have worked with her a few times the most memorable was in Yemen during the U9 Crisis. She was a middle aged blonde haired woman. She was tan and very professional looking. She was supposed to be our handler once again.

"As you know, the cartel known as Halcyon has established an international drug cartel and has become the center of the black market. They’ve taken over the country Madagascar and the countries of Tanzania, Mozambique, and Kenya. Their influence reaches every corner of the world including the US. Forget a narcos state. They’ve established a narcos empire.

Their leader and the quote unquote "king" of Madagascar is the main target of our mission. Leeto Wessel or "Die Koning van Misdaad" as the people on the streets call him has been labeled as the deadliest man of the 21st century."

A black man with face tattoos and scars in a suit surrounded by several people with their faces either out of frame or blurred out appeared on the screen.

"Born in Cape Town Leeto grew up in the most dangerous neighborhood in Africa. His mentors included Halcyon's former leader, Red Williams, A Englishman. Red took a liking to Leeto, so he took the young Leeto under his wing and taught him everything he needed to know on how to run a crime syndicate. Leeto wasn't satisfied and at the age of 17 he killed Red and became leader of Halcyon and moved the organization to Madagascar where he expanded his business beyond the simple street drugs they used to deal in.

Our mission is to destroy the empire from the middle to the top. Managing such a large territory requires men and you need loyal men to lead those men, and you best believe Die Koning Van Misdaad has said men."

A group photo appeared with 20+ men and women of various looks. Leeto was in the center with a young man to his right and a beautiful woman to his left. I scanned the picture and noticed none of them looked similar. Some looked very professional in suits, some were wearing military tactical gear, some were trying their hardest to look like gangsters while being shirtless and tattoos lining their bodies and grills on their teeth. I also noticed the amount of diversity in the picture. There seemed to be every race in the picture.

"Everyone in this picture is a high ranking officer in the syndicate, but there's a few I need to brief you on now. Like for example, Feliz Garcia."

The screen zoomed on a young hispanic bald man in a tank top. He was baring his teeth, so he could make sure his grills were shown. Tattoos were on his chest, arms, and face.

"Feliz is a former member of the Sinaloa Cartel. Feliz grew up in a wealthy neighborhood as the son of a famous accident lawyer. Feliz always wanted to be a gangster, so he did just that. He was always the runt of the litter and no one in the cartel took him seriously. That is until Leeto Wessel learned that Feliz had amazing unused knowledge on how to smuggle large shipments of illegal goods all over the globe. Feliz was made the head of smuggling continentally and finally had power. Feliz went crazy with this power and would kill anyone who threatened him or the cartel, and anyone who would make fun of his short stature."

The picture moved to the left of Feliz to a tall man. He had blonde hair combed back and a very nice beard. He was wearing a collared t-shirt with a pair of sunglasses folded on the collar. He had his arms crossed and had a arrow tattoo on the back of his his forearm.

"Feliz is the lackey, and Archer Brown is the evil genius. Archer Brown is the head of the Australian shipping company, Over & Under. He came into contact through Leeto's sphere of influence, who we'll get to later.

Archer has been investigated many times due to his very public relationship to Leeto and to Halcyon, but nothing was found. When the two got together we do not know, but we know Archer makes every single birthday for Leeto and his 5 adopted kids. Thanks to our former source in the organization we know for a fact Archer's role in the organization is much larger than previously thought. We discovered the way he smuggles overseas.

Our former source told us Archer uses his shipping company to get the goods to any country. Archer's ships will randomly get hijacked off the coast of various countries such as Australia, India, US, UK, and France, among others. The hijackers will demand a ransom of various amounts of money from Over & Under shipping. While the ship is hijacked the hijackers who all work for Halcyon will go down into the cargo hold and grab all the product being shipped and will put it on their boats, and will leave. How does Archer benefit? The amount of ransom the hijackers demand is how much Archer gets paid for each job. They transfer the money discreetly to both Archer's account and his offshore account. Over & Under money is also insured. It's been estimated Archer has embezzled over 900 million dollars. You would think Over & Under would hire competent security and that's where you are right. They hired The Oorlogshonde Mercenary Company who just so happen to be owned by Halcyon, so Halcyon can continue their little hijacking scheme.

You may be wondering how they meet all these well suited criminals for their organization, and the answer is simple. Raj. Halcyon may have a large amount of journalists, writers, celebrities, and film industries working for them, but all of them answer directly to Raj."

The picture moved close to the far right and focused on a very well dressed mustached Indian man. I immediately recognized him as Raj Banerjee. Banerjee was a billionaire tech mogul who created the largest social media platform, Galaxies.

"Raj was small time until he receive funding in the form of a 200 million USD check from Leeto. Raj's loyalty was immediately bought and he immediately started building up a network of influence with connections to celebrities and politicians. Anyone who's corrupt basically."

Now we get to the meatiest part of Halcyon, but I only need to touch base on 3 guys in this branch of Halcyon. Once on the field though, you will be hunting down the most of these boys and I'll brief you then. Security."

The camera shifted to a fat Chinese man decorated in medals and wearing a beret. He wore a grey camo and had a large mustache on his upper lip. He was surrounded by armed guards cloaked in black.

"General Liang is head of Madagascar's armed forces, but let's be real he basically works for Halcyon. Born in China Liang fought in the most recent Chinese Civil War. He fought as a Lieutenant for most of the war until he earned the rank of colonel after his heroic fighting on Chengyang bridge where he commanded the army after all of his superiors had died. He even earned himself the August 1st award. Proud man he is.

After the war Colonel Liang was bored and suffered horribly from PTSD and adjusting the civilian life. He became obese, a drunk, and most importantly a drug addict. He was just so happening to be buying Halcyon goods that were smuggled into China. So what does a cartel kingpin do when he knows a very loyal client of his just so happens to be a highly decorated war hero and officer?

He buys him of course. Leeto shipped out the colonel to Madagascar to a party and at this party Leeto makes Colonel Liang into General Liang of Madagascar's Armed Forces. I told you that Halcyon has taken over Kenya, Tanzania, and Mozambique, yeah it's cause of this guy and the intelligence department who'll I'll get to after these three guys.

Once the Intelligence department does their work to get instability in countries, Leeto will send in Liang and his army into those countries and take over and 'restore peace'. Once that is done to make sure Halcyon stays in power, they'll establish a militia.

Before I go any further I want all of you operatives to know first and foremost they are not a militia. They are no different than sicario hitmen and everyone in this region of the world knows this. Who leads and organizes these sicarios known as Afrika Milise?"

The camera moved behind to a man who had his eyes obscured by glasses and the rest of his face obscured by a bandana and another dude blocking the right side of his face.

"We simply do not know. There are no pictures of him, our sources don't know, and CIA, DEA, and not even our friends in Interpol know. Most we have is we think he's American due to a two second snippet of his voice our former source gave us.

"Someone we do know is who leads both of them in a sense. Meet Amahle also known as Cerberus."

The camera moved just below Leeto to another African man. He was wearing dark tactical gear and had his hands pulling down on his vest. I noticed he had tattoos on his fingers and a total of 5 rings, 3 on his left and 2 on his right, his right pinky was missing. He had very short hair.

"Amalhe is the childhood friend of Leeto. Like Leeto they both grew up in the slums of Cape Town and both joined cartels. Rival cartels. Amalhe earned a reputation for his killing prowess and his burning desire to complete his hits. After a shootout Amalhe was hospitalized, so Leeto decided to smuggle his friend out of South Africa and into Somalia. So what does a dangerous man like Amalhe do in Somalia?

He becomes a pirate, of course.

Amalhe establishes his own pirate gang and becomes the most successful one in the country. No one can find his hideout or him. He becomes public enemy number one for our good friends in the NCIS and the navy and gets a bounty on his head for 50 million dollars. Leeto has just established the narcos state in Madagascar.

He hears of Amalhe's success and being a kingpin isn't easy and he needs someone he trusts to be his head of his security. Who better than his murderous childhood friend? Leeto has big plans to become a narcos empire and as we are well aware he accomplished those plans with the help of Amalhe.

Amalhe establishes order between the militia and the military. He makes his own secret service of highly skilled and deadly operatives from all over the world to protect Leeto and other high ranking officials. He's also partially the reason our mission to Madagascar has been authorized.

A picture then pulled up next to Amalhe's face of him in New York with a timestamp of around noon on May 18.

His special forces task group called Die Gesiglose Mans are suspected to be responsible for the attack on Aman hotel, on May 18, 2029, where a group of politicians namely West Barkley were having a party. We have pictures of Amalhe and known Halcyon members in the city the day of the attack. Our former source confirmed our suspicions and even gave us names of some of the people who took place in the attack which killed 5 senators and 8 SWAT police officers. Including their target, West Barkley.

She looked around us and sighed, "Don't worry we're almost done," she took a sip of her water.

"I've said their name multiple times without going into it. They will be your most dangerous enemies while you're in country. Meet Halcyon's spheres of influence. Also known as the Hydra cause there's always 3 heads."

The picture shifted to the young white man that was next to Leeto and in the middle was a old man with on the right of the old man was a middle aged white man.

"There's 3 levels but I'm gonna go from the top to the bottom. The first head is Willie Church a former MI6 agent. He is pushing 75 right now, and he's seen it all. He worked for MI6 until he was 50. He retired but found boring as we often do. He and his wife decided to take a little trip into Africa on a safari. Leeto happened to be on the safari as well along with his 4 kids at the time because they were all on summer vacation. He happened to meet the now 58 year old Willie and they hit it off. Willie told him of his time in MI6, and Leeto immediately knew he had to have him. He got Willie, we don't know how or why Willie joined with Halcyon and betrayed and gave up MI6 secrets, but we know it happened.

Onto the former second head of the Hydra and the other reason our mission was authorized with a bottomless budget. Luke Jeter wa a CIA agent we deployed in Madagascar to earn his way into a high ranking position into Halcyon. He leaked confirmation on our suspicions on the May 28 attack and half of this intel I've told you was info he leaked hours before his capture by Amalhe a week ago. A hour before this presentation our other source gave us confirmation and picture evidence that Luke was tortured and killed last night. I want him avenged.

Now to the most interesting of the heads. The third in command, but now second after Luke's execution is Alexei Wessel or Alex for short. Alex Wessel is Leeto's adopted son. Alex is a Russian who was a runner and child soldier in Russia's Civil War for Democracy. Alex soon realized as a child he could hardly be suspected of being a Reformer, so he'd often find little ways to get into the Kremlin by pretending to be the son of a worker there. His father died the year before the war from a attack on their farm which made Alex a strong advocate for democracy.

The war ended and no one knew of Alex's role as a spy. The war made him homeless and an orphan, so he stole to survive. He just so happened to have stole from Leeto's vacation home but was caught by the guards. Leeto heard of this robbery and flew up to Russia to deal with it. Alex told Leeto his story, and Leeto took pity on him and officially adopted him and moved to Madagascar with him.

This is the third kid Leeto adopted and they all so happened to be orphans from war. Leeto and his wife were unable to have kids, but Leeto always wanted them. Alex's 2 older brothers were twins by the name of Muhammed and Achmed who were ten years older than him. They were both kids from war torn Yemen and were quite strong kids. When Alex was entering middle school Leeto sent him to America to continue his education. A year later Muhammed and Achmed die after Leeto sent them to war in Tanzania where they died to a missile strike. Between Alex's adoption and now Leeto has adopted a additional 4 kids.

When in high school in America Alex met the love of his life, Ashley Clark. We want to use her as an asset against Alex and the cartel, but we do not yet know how.

Leeto learned from his mistakes and didn't want to send Alex into a war-torn environment to claim it like he did with his first two sons, so he decided to try something new. Alex was smart as a whip, but he was also a athlete and known to be a fighter in school. He placed Alex as a low level member in the realm of intelligence, so he could work his way up and also placed him as a 'possible operative' in Amalhe's Die Gesiglose Mans.

Alex was a ruthless low level agent and found himself flying through the ranks, until he made it to the top, and something that helped him was his occasional operation in the task force Die Gesiglose Mans. Luke confirmed something before he died. Alex was there in New York on the day of the attack, and without a shadow of doubt Luke said he participated in the attack. It was also Alex who ousted Luke and is the reason he was captured and killed.

The person directly under the hydra is Die verminker. Nothing is known about him, except that he's the torturer and interrogator for the Hydra."

She looked at the 20 or so operatives in the room staring at her and the pictures.

"These are some of your many targets. They are all deadly, and I know what you're thinking we've never accomplished a task this big with this small of a task force, but we know something about them. They hate each other. They are at each other's throats 24/7 and their being held together by a thread by a extremely worn out Leeto and their love for drugs, money, and a little company. Let's go topple ourselves a government."
