Justice for The Wronged

There was shouting outside, waking up a man who was dead asleep. He was greeted with a bright orange glow engulfing his bedroom when his eyes opened. As he rushed out of bed, a loud crack of thunder rang out, and screams started to fill the air. He couldn't believe that something like this could happen.
"Koga Yurill"
A single name flashed through his head. The stranger had walked into town the previous day. He had come to town on business and had made it clear he was someone important. Why would he do this? What was the purpose of it? The man burst through the front door, dread filling him to his core about what lay on the other side.
The buildings were on fire; the man's friends and neighbors were scattered along the road with their blood soaking into the earth. The man dropped to his knees while tears filled his eyes. More screams came from further down. He looked up and saw, standing straight up in the dirt next to a guard, a long sword. He wiped his face and grabbed the sword. With resolve in his eyes, he started running towards the direction of the screaming.
"That's right, peasant. You're going to die today, but not before you're useful, and if you're extra cooperative, I might think about sparing you." The man heard it in the distance. He was close; his grip tightened as he turned the corner. He saw Koga standing over the Mayor.
"Mathios, thank the Goddess you're here. You have to stop him."
"I see, I have another fool rushing towards his death. You have two options: surrender, and it'll be quick, or we fight, and I'll take my time with you." Koga said.
Mathios gritted his teeth, making his knuckles turn white. Koga nodded in acceptance.
"We have our answer. Good night, I'll wake you up from your nap when I'm done." Koga placed his hand on the mayor's head, and he convulsed for a brief moment before dropping to the ground.
Mathios rushed towards Koga, yelling and raising his sword high. As he brought the sword down towards his foe, he felt the wave of energy and the sound of the blast all at the same time. He was flung backward as a loud boom filled the night air.
"That wasn't very sportsmanlike. I'm unarmed and unprepared. Do you pathetic peasants not know what manners are? I gave you a chance to make this easy. You could have just fled, but here you are: Fighting things that you have no right to challenge." Koga said, then lifted his right hand as if he'd pushed into a shadow, and when he pulled it back, he was holding a black blade with what looked like black smoke billowing off it.
"Now, I'm ready."
Mathios stood up and ran at Koga again, sword again held high. Before he could get within 10 feet of him, Koga, with his free hand, made gestures and spoke words that Mathios didn't understand. As Koga finished, Mathios felt his limbs start to stiffen; each footstep grew harder and harder to take until he was right in front of Koga, prepared to strike, when his body stopped moving despite his willing it forward.
"Now, now. You're going to hurt yourself, waving that sword around." Koga said, reaching towards the blade. Mathios looked on with hatred from behind his paralyzed state. The sword was pulled from his hands and tossed to the side.
"That's better. Now, let's remind you of your place before me." Koga said, walking behind Mathios, "On your knees, worm." He kicked the backs of Mathios' knees, and Mathios fell to the ground.
"Look at you, so accepting of being on your knees to your betters. You should look at how pathetic you are. Such a proud man, brought low by such cheap tricks." Koga said, walking back around and looking Mathios in his hatred-filled eyes. He chuckled as he brought his blade to Mathios' throat. Mathios helplessly forced his body to stand, to fight.
"Now, I said I'm going to take my time with you, and I fully intend to do so. So, I'm not going to kill you tonight. Death is a mercy compared to how I'm going to make you suffer. In fact, I'm not going to physically hurt you beyond what's already happened to you," Koga said, smiling at Mathios. As he brought his blade away, the surface tension of the skin was just broken enough to cause a small cut on him.
"Oops, oh well. Just a little reminder of how the rest of your miserable existence started." Koga said, "So, I must take my leave now, but I will, however, make sure you have entertainment for the rest of the night." He opened a satchel on his side and pulled out a length of rope. He knelt behind Mathios and began to bind his hands when he was sure the rope was secure and tight. Koga stood up, kicked Mathios in the stomach, and started doing the same with his feet.
"All snug, and comfy?" Koga said, wiping his hands on Mathios' back. He stood up and walked over to the still unconscious mayor. As he knelt beside him, Mathios felt his body begin to respond to his commands.
"I'm going to stop you," Mathios said, his voice barely above a whisper.
"I'm sure you will. Now, if you'll excuse me, I have an appointment with the mayor of this fine town." Koga said. Mathios struggled against his bonds as he saw Koga wave his hands and, with his right hand turned palm up, begin to make the mayor rise.
"I will find you, Koga. I'm going to bring you to justice for all those you have wronged." Mathios yelled out as he watched them walk towards the road out of town. Mathios kept yelling and screaming as he helplessly watched the place he had ever known burn.
