Summary

Prologue

Haley Morgan

They said it was a misfire.

But I was there.

The bullet didn’t ricochet. It didn’t stray into chaos. It found him—deliberate, practiced, cruel.

Caleb turned toward me just seconds before it struck. We were feet from extraction, soaked from the downpour, adrenaline humming beneath our skin. I remember the look in his eyes: sharp with warning, soft with trust. Then—

Crack.

Everything froze. His body jerked like something had reached through him and ripped the breath from his lungs. Blood spread dark and hot across his vest, and he collapsed, mouth open but voiceless in the storm.

I dropped to my knees beside him, shouting his name, pressing my hands into the wound like desperation could erase impact. Caleb’s fingers curled against mine, gripping for something he couldn’t hold.

“I’m sorry…” he tried to say. Maybe to me. Maybe to the mission. But his voice was fading like fog.

Then he saw it.

The glint.

Rooftop. West quadrant. A sniper’s nest.

I turned and saw it too.

Not a misfire.

An execution.


They dressed it up in protocol. A neat little file. A funeral with enough roses to hide the stench of betrayal. Men in suits nodded solemnly as if medals could compensate for what they’d done.

But I remember the rain. The blood. His eyes locking onto mine in that final, suspended heartbeat.

So when I step into the memorial hall, clutching a folded program and a list of unasked questions, I know I’m no longer just grieving the loss of my partner. The only one who had been able to stand working with me for longer than a couple of months.

I’m the last witness.

And someone in this room knows the truth.

A man stands in the shadows near the exit. Too poised. Too calm. He doesn’t mourn—he measures. Watches me like he’s waiting for something. Like he’s testing the strength of my silence.

He doesn’t know it yet, but I’m done being quiet.

I will find the black-file operation Caleb died protecting. I will hunt down every lie stitched into that mission—and tear it out at the seams.

This isn’t about justice anymore.

It’s personal.

And if they wanted me obedient and broken, they should have killed me too.
